How would i convert a WMA file to Mp3 and then put it into audacity?

When importing the file 'raw' as it tells us to, it just sounds like PPPSHSHHHHHPPSSHHHHH white noise, basically. Could i convert it them import it? Or any help would be lovely. I am at school, therefore alot of conversion downloads are blocked, unfortunately. tah <3
