What Exactly Does This Mean?

I am starting grad school in the fall and I received info about my finical aid. The university calculated that my total cost of tuition, for the entire time in this program, will be about $28,000. The note said i was awarded about $20,000 in subsidized and unsubsidized loans. There are about 5 semesters for this program. Does that mean each semester, i am going to have to come up with $1600, on my own and if so, how exactly do I do that?
