Is it illegal to stare at a cop?

is it illegal to just go up to a cop, and just stare at him. and when he asks you to stop, you dont stop. like, can he actually arrest you for staring at him. not condescending stare, just a regular blank stare. observe his gun, and just stare into his eyes. what law could I possibly break by doing that
