Senior Citizens: Can a new president, recind any law the previous president enacted?

If that is the case, what law would you want recinded? I wonder if the law allowing illegal women who are pregnant, to automoatically give birth to American babies, could be nullified? This action would cut back the amount of births affecting our Medicaid system, I would think.
