Can my 19 yr old get free prescriptions at Uni.?

She was 19 on 3 Sept although some of her friends in same academic year were only 18 at end of August so it doesnt seem fair that she should be penalised. If they all come from same school year from A levels into Uni, surely it should be the same and not exclude her as she is oldest in her year. She is asthmatic and needs regular prescriptions. Our GP didnt seem to know he felt she was too old - I think he must be wrong. He already told us that she can chose to stay at our local practice or register where she is studying whereas all Uni info suggests you have to register where you are at Uni. Can someone help please.
